Mr. Maluku represents the Principal Secretary, National Treasury. He is the Director, Monitoring and Evaluation at the National Treasury. He is responsible for
(i) aligning national policies and development blueprints including Vision 2030 to ministerial budgets and Medium-Term Expenditure Frameworks;
(ii) coordinating the formulation, review, and reporting on ministerial Strategic Plans and Performance Contracts;
(iii) providing regular economic research policy briefs and advisories; and
(iv) tracking projects and programmes implementation progress.
Mr. Maluku has over 18 years of experience spanning the national and sub national governments bringing extensive expertise in economic planning and Monitoring and Evaluation(M&E) of Government Policies, Projects and Programmes.
Maluku was appointed Director, M&E at the National Treasury in 2024. In this capacity, he coordinates the design and implementation of the planning and M&E functions of the National Treasury. In this role, Maluku has made significant contribution in the Mid Term Review of the National Treasury Strategic Plan 2023-2027 and in the formulation of Ministerial budgets through the Medium-Term Expenditure Frameworks. Maluku provided useful insights in the design of the National Treasury M&E Framework which he guidance in its implementation.
Prior to his current appointment, Maluku served as the Programme Manager, Public Financial Management Reforms (PFMR) Secretariat at the National Treasury where he coordinated the Planning, Monitoring, Evaluation and Reporting on implementation of Public Financial Management (PFM) Reforms in government. He made significant contributions in the formulation and tracking progress in the implementation of PFM Reforms Strategies 2013-2018 and 2018-2023. Further, at the PFMR Secretariat, Maluku made significant contributions in the formulation and tracking progress in the implementation of the Kenya Governance Support Programme 2010-2015 (GoK/Denmark), Kenya Country Programme 2016-2020 (GoK/Denmark), Public Accountability and Service Delivery Programme (GoK/EU) and Governance for Enabling Service Delivery and Public Investments in Kenya Programme (GoK/WB). Subsequently, Maluku coordinated the Public Expenditure and Financial Accountability Assessments in Kenya in 2022 and 2027(GoK/EU).
Maluku also served as a Chief Economist with the Ministry of Economic Planning where he participated in the formulation and tracking of implementation of the Medium Term Plans (MTPs) among them MTP III 2018-2022 and MTP IV 2023-2027 of the Vision 2030.
Maluku holds a Masters degree in Econometrics from Kenyatta University (KU) and a Bachelor of Science degree in Applied Statistics from Maseno University (MU). Maluku is a member of the Economists Society of Kenya (ESK).
